Arena Rebuilt is a solo-developed reconstruction of The Elder Scrolls: Arena.
The first goal is to rebuild the complete original game faithfully with modern controls, modern display support, improved stability, and mod support.
The project is being built by The_Godhead_Dev under TrainDontStop. More than 300 hours have already gone into reverse engineering, research, testing, tools, and reconstruction.

The full game is not finished, and there is no public build or release date yet.

Yes. Rebuilding the complete original game comes first and remains its own mode.
The long-term World of Tamriel idea may eventually place the preserved Arena campaign in a continuous Tamriel, but that comes later and does not replace the faithful reconstruction.
